Liner that survives the gym, the pool and a full night’s sleep. From a barely-there lash-line enhancement to a defined wing, permanent eyeliner at Cleopatra PMU is drawn to your eye shape and healed to look crisp for years.
Three styles of permanent eyeliner
Lash-line enhancement places pigment between the lashes only. There’s no visible liner — lashes just look fuller and the eye more defined. It’s the choice for clients who don’t wear eyeliner but want to look awake without mascara.
Classic eyeliner adds a thin to medium line along the upper lash line, thicker toward the outer corner. It replaces your daily pencil or gel liner and can be as soft or as bold as you like.
Winged eyeliner extends the classic line into a flick that lifts the outer eye. Dena maps the wing to your eye shape and symmetry — the two sides are drawn to match each other, not a template.
All three are done with numbing throughout, single-use needles and eye-safe pigments, by a Virginia-licensed permanent makeup artist.
Permanent eyeliner is a good fit if you
- Wear liner most days or wish your lashes looked fuller without mascara.
- Struggle with smudging, watery eyes, shaky hands or contact-lens routines.
- Have no lash extensions on the day (they need to be removed before the session and can go back on after healing).
- Are 18+, not pregnant or breastfeeding, with no recent eye surgery or active eye infection.
What to expect at Cleopatra PMU
Consultation & design
Free. Dena draws the liner on with pencil first — thickness, wing length and angle — so you see exactly what you’re getting.
Numbing & session
Numbing cream is applied with eyes closed and topped up during the work. Sessions take 1–1.5 hours; you’ll feel light pressure and a tickle.
Healing
Slight puffiness for a day, then dryness and light flaking around days 3–6. Skip mascara and contact lenses on the area for a week.
Touch-up
At 6–8 weeks Dena sharpens the line and evens any spots that healed lighter. Priced separately.

Permanent eyeliner questions, answered
Is permanent eyeliner safe?
Yes, when done by a licensed artist with sterile single-use needles and eye-safe pigments, which is how every session at Cleopatra PMU is done. Dena is licensed by the Commonwealth of Virginia.
Does it hurt?
Numbing cream is applied before and during, so most clients feel pressure and a tickling sensation rather than pain. Eyes water a little — that’s normal.
How long does permanent eyeliner last?
Typically two to three years, sometimes longer, because the lash line isn’t exposed to as much sun and product as brows. A refresh restores the crispness.
Can I wear contact lenses?
Take them out for the appointment and leave them out for about a week while the area heals; glasses are fine.
Can I get eyeliner with lash extensions?
Extensions must be removed before the session and can be reapplied once the liner has healed, usually after 2–3 weeks.
Winged or classic — which should I choose?
If you wear a wing daily, get the wing — Dena designs it to your eye shape so it lifts rather than droops as skin changes. If you want the option of both looks, a classic liner or lash-line enhancement is the safer base you can add a wing to with makeup.
